Our heater is 25 years old. It started making loud noises and then stopped working. The repairman said that it needed a new "blower". Would it be wiser to pay for the repair or invest in a new one and take advantage of the 30% tax credit?

After 25 years, I would suggest invest in a new one and take advantage of the 30% tax credit. The 25 year marriage is over, but served its purpose while it lasted.

you should definately invest in a high efficency unit.  It should pay for itself in utilitiy savings.  It would be a great time to tune up the rest of the home and there are some pretty darn good credits to next years tax return as well.

We have a "two-stage" unit, that works very efficiently.
