Right now, the Kenmore 400 series set is the lowest priced conventional laundry pair that's worth its price (there are cheaper machines available out there, but they're junk, to be polite). One thing you may also want to consider is an entry level front-load machine, like the Kenmore 48102, combined with a cheap dryer. You'd save a LOT on water and energy costs, it's gentler, and cleans better. You could get such a set for around $850 or so.
In either case, I'd recommend using HE detergent, which is a necessity in HE machines, but also cleans better than conventional detergents because it rinses away more completely (less suds means less residue left behind). For frugality, nothing beats the UltraPlus powder detergent on sale through tomorrow (halloween) for half off, making the 03209878000 120 load box $9.99 and the 03209879000 180 load box $11.99. Best bargain in detergent!
