Idealy, the compressor prodution rate should match the tools air usage. Air tools have a minimum air requirement listing. For instance: a nail gun may require 5.1 cubic ft per minute at 90 pounds of preasure. The compressor used with that nailer should produce no less than that much air at that pressure. Compressors will also list their air production rate.
That having been said, if a compressor will produce at least the minimum air pressure required by a tool, it will operate the tool for short periods of time. I have used that pancake compressor to operate a nail gun that required a higher recovery rate than the compressor was rated for, I just couldn't use the nailer continuosly as the compressor couldn't keep up. So if you don't mind waitng for the compressor to recharge between lug nuts, it should operate the impact wrench.
