I have a zts 6000 turn around, cranks great but wont move and it makes a grinding sound when you move the handles can someone help

I called 1-800-4MY-HOME for a tractor service appointment and they were able to diagnose the problem with my tractor, over the phone.

The two brass rings at the back, below the frame, are they engaged? There is one for each side.
