Can you give us more information on the snowblower?  Brand, age, etc.?  We have no idea what type of shear pin your machine uses.  There are several different styles.  If it's a threaded type, you may be over-tightening it.  What are you putting through the machine?  These machines aren't meant to throw rocks, branches, bricks and assorted yard decorations.  We need some background information to help you.  Please let us know.

While the auger is "loose", you may want to make sure the auger is spinning freely on the shaft, without binding on anything (no shear bolts holding it at present).

This will verify that nothing got into that side of the auger and bent or jammed up the auger, itself.

Ah!

Maybe the 1/4-20 bolt should be tightened with a 7/16 inch, 1/4 inch drive spinner handle?

That would certainly get the nut tight enough to not vibrate off the shaft, while not unduly stressing the 1/4-20 threads.
