Yes, the Kenmore Elite Central Water Whole Home Filtration System can be used without a water softener. It does an amazing job removing the chlorine taste & odor, as well as sediment from the water.
It seems another city is in the news every day with people complaining about unpleasant chlorine smells & tastes. This is an article from a city near me: http://www.burnsville.org/index.aspx?NID=917
Hard water shouldn't have an adverse effect on the Central Water System, unless you have extremely hard water. It is recommended that you install a water softener with the Central Water System if your water hardness is 50 or greater.
Iron, however, can definitely cause problems with a Central Water System.
The Central Water System does not soften water. If you have hard water, you will still realize benefits from adding a water softener.
If you decide to add a water softener as well, and you are on a municipal (city) water supply, the Central Water System should be installed before a water softener. If you use a private well, it should be installed after a water softener.
