Carrier vibrating loudly on 99 Expedition

I purchased a replacement X-Cargo carrier last Summer.  I had an older model (2001?) carrier that always worked great until it was damaged by a friend.  The new carrier will vibrate very loudly when installed on my 99 Ford Expedition once I reach 55 MPH and when it contains no luggage.  If I put some weight/luggage in it, it is fine - still louder than the old model, but I can live with it.  I am sure that it is installed correctly (just like my old one).  Is there something I am missing here or do I have a defective carrier?
