X-Cargo Sport 15 CAV car top carrier

I resently purchased a used X Cargo Cav car top carrier used. I'm assuming that this is just an earlier model of the current Sport 20 only a little smaller. They appear to look the same. There was no manual with my carrier and I would like to know if I am installing the hardware correctly. Hardware includes, (for each corner) A larger metal plate, 5 1/2" by 2 1/2", a smaller metal plate, 1" by 5" and a u shaped metal plate 5" by 1 3/16", 2-2 1/2" bolts with plastic nuts for tightening brackets.

My question is- in what order do these plate go on to insure proper support. I know the nuts tighten from inside the carrier.
