If you can open the chuck enough to get an allen wrench or a screwdriver into the chuck, you can remove the chuck and replace it. I don't remember the process offhand, but I know it involves putting the drill in a vise, putting the allen wrench into the chuck, hitting the allen wrench with a hammer clockwise to loosen the screw...from there, I don't remember.
In the meantime, what's frozen it? Is it debris? Have you tried WD-40?
