The program does not work by age, but by size.  Here are the requirements:

The KidVantage program includes clothing and shoes purchased at Sears stores in the United States sizes infant to 20 for clothing, and children’s shoes girls’ to size 4 and boys’ to size 6.

That will work for some pretty big kids!  For more information on the program, here is a link to copy and paste to your browser:
