The last gift with purchase that I remember in the tools department (other than bumper stickers and Craftsman Club calendars) was a mini toolbag. The premise was nice, but the fact is that they weren't popular because they were neither large enough nor convenient enough to make for a worthwhile toolbag. They were formed rather than limp fabric, which meant that the bag would always be the same shape. It had no way to close completely, so the tools could fall out at any time if tipped too far in any direction.
Now, if the $10 toolbag #37535 was made a gift with, say, a $150 purchase in hand/mechanics tools, that would be a much better received gift. People buy them like mad during half-off sales, so surely people would love to receive them for free. It could be a first 50 customers promotion or something, to avoid rainchecks and whatnot.
